The Tupper Lake Town Board meets Sept. 14 to set hearings on moratoriums for data centers, crypto mining, and battery storage systems at Town Hall.
The Tupper Lake Town Board is scheduled Monday to set public hearings on two proposed moratoriums: one on battery energy storage systems, and a 12-month moratorium on data centers and cryptocurrency mining operations.
The items appear under new business on the agenda for the board's regular meeting on Sept. 14 at 6 p.m. in the lower level of Town Hall.
The first, Local Law No. 2, would impose a moratorium on battery storage systems in the Town of Tupper Lake. The agenda does not say how long that moratorium would last.
The second, Local Law No. 3, would impose a 12-month moratorium on the development or construction of data centers, accessory data centers, and cryptocurrency data mines within the town.
On Monday the board is expected only to set the hearing dates. The agenda does not list those dates, and it does not include the text of either proposed law.
Both proposals were listed for discussion on the board's Aug. 24 agenda.
The board is also scheduled to vote on Local Law No. 1 of 2026, which the agenda describes as expanding the residency requirements for town-appointed positions. A public hearing on the law was scheduled for Sept. 8. Before the vote, the agenda calls for the board to complete Part 2 of the state environmental review form for the law.
The board's Aug. 3 special meeting agenda listed the introduction of a local law to expand the geographic area from which a deputy clerk could be hired. The Aug. 24 agenda described Local Law No. 1 as expanding the geographic area for employment.
The board is also scheduled to introduce Local Law No. 4, a noise control law. A town noise ordinance was listed for discussion on the Aug. 3 agenda.
The agenda lists the resignation of Doug Bencze from the town Planning Board. The board will consider creating a Data Collector position, approving a job description for a combined Data Collector, Planning Board Clerk and Zoning Board Clerk job, and appointing Ben McClelland to it. It is also scheduled to approve hiring John Gilligan for an MEO position in the Highway Department.
The board will consider accepting a $20,000 offer from CFSWMA, as it is listed on the agenda, to buy the town dog pound. A related item would authorize Supervisor Rick Dattola and Town Attorney Kirk Gagnier to sign the paperwork to finalize the sale.
Several items involve the Tupper Lake train station and depot. The board will consider awarding the Train Station Site Enhancement Project bid to TJ Fiacco, contingent on state approval of a Smart Growth grant. It will also consider a quote to replace the station's boiler and an agreement to install recreational trail improvements at the depot, and will discuss leasing office space at the station to ARPS.
Other items include a $1,735 quote from Overhead Door to fix the small garage door at the highway garage, a separate quote for the large garage door, and a decision to approve, reject or counter a $6,500 final bid for the town's Gradall. The Aug. 24 agenda included an item to declare a 2004 Gradall surplus and sell it through Auction International. The board will also consider requesting proposals and seeking bids to survey the Gale Pit, which the agenda says is needed to renew the pit's permit.
The meeting includes two public comment periods of three minutes per speaker. It ends with an executive session listed for personnel matters.
